Fifa, football's world governing body, has published its rules on the bidding process for the 2018 and 2022 World Cups for the first time. The decision follows repeated requests from the BBC to see the regulations.

Last week, the BBC revealed that the England 2018 bid team had bought luxury handbags for the wives and partners of all 24 voters in the Fifa election.

The bidding countries knew what these rules were, but until now have not been allowed to talk about them in public.

They state that gifts should be banned "except for occasional gifts that are generally regarded as having symbolic or incidental value and that exclude any influence on a decision in relation to the bidding process."
It would appear from this that the England bid team was indeed in breach of the regulations when it gave out the luxury handbags.

However, the use of the word "symbolic" does leave the regulations open to some interpretation.

In previous bidding contests the rules have contained a spending limit of $100 on any present. The rules for the 2018 and 2022 contests contain no mention of a specific amount.

The England bid team will have to wait for a few more weeks to find out if they face any possible possible sanctions from Fifa over the handbag gifts.
Fifa's Ethics Committee will meet before the end of the year, but the committee's agenda is never published in advance.

Fifa's decision to publish the rules of the bidding contest on its website for the first time is in response to criticism that the process is not transparent enough and is open to abuse.

Although the handbag incident is embarrassing for the England bid team, it could actually end up working in their favour.

Fifa's publishing of its rules will increase the scrutiny on any gifts handed out by England's rivals, and reduces the chances of the contest becoming a "present frenzy".
The host countries for 2018 and 2022 are being decided in December 2010 and there are currently 10 different bids on the table.

Ghana: Sellas Tetteh Knighted

The sheer brilliance exhibited by Sellas Tetteh, the Satellites coach in the U-20 World Cup, which recorded his name in the FIFA history books as the first African coach to win gold, has motivated veteran coach Sir Cecil Jones Attuquayefio to confer the title 'Sir' on coach Tetteh.

In a multihued award ceremony at the Crown Liberty Hotel at Bortianor, a suburb of Accra, at the weekend, Coach Attuquayefio gave his full consent to give the title 'Sir' to his former student.


"Not only has he made history as the first African country to win the U-20 World Cup, but has made a strong case for black coaches in general and local coaches in particular," said coach Attuquayefio.

In his acceptance words, he noted: "I have many titles and nicknames, but I think the title "Sir" surpasses them all.

I will respect it, it's so special to me, and I think it will spur me on to strive for greater laurels."

According to Sir Sellas, he consulted the seasoned coach before embarking on the just-ended Egypt championships, where the Satellites team made history by emerging as winners, saying "I consulted coach Attuquayefio before going to Egypt, he prayed for me and gave me his blessings."

The management of Liberty Professionals, Ghana's WAFU representatives last Saturday honoured Sir Sellas and three key players of the victorious Satellites team - goalkeeper Daniel Adjei, Latif Salifu and Kesenu Ghandi, by presenting trophies to them for making the club proud by their exceptional performance.

Coach Sellas, also referred to as 'Bobor', joined Liberty in the '90's. He won last year's WAFU tourney with the Satellites and extended their dominance to the African Youth championship by lifting the ultimate.

He led the U-17 side the Starlets to finish as losing finalists in the South Korea World Cup competition two years ago, and was the man who began the Black Stars' World Cup success story, bagging nine points before Serbian trainer Milovan Rajevac took over.

‘FIFA Soccer 10’ Launched in Chicago

The Chicago Fire, along with their star Cuauhtémoc Blanco and Best Buy hosted the North American launch of EA Sports “FIFA Soccer 10” at the Best Buy Hancock Center store in Chicago on Oct. 19.
“I am really happy; I didn’t expect it,” said Blanco, about being selected as one of three players for the front cover of the North American edition of the game.

The next and final game of the Chicago Fire season will be at home against Chivas USA on Oct. 22 at 7 p.m. The Fire needs to win the game to be guaranteed a spot in the playoffs.

“We can’t give away these three points,” Blanco said. “It’s very important to get a victory and for the fans to come out and support the team. It will be a tough game, but we hope to get a good result.”

Blanco, alongside other Chicago Fire players, were on hand to give autographs to the fans. A tournament of “FIFA Soccer 10” was held at the store. The ultimate winner won a 42-inch Panasonic 1080p Viera HDTV.

“I sometimes play FIFA, but I am really bad,” said Blanco with a smile.

Over 1.7 million copies of the game have already been sold in Europe. The game was officially released this week in the U.S.

FIFA Soccer 10 now available in North America

FIFA 10 broke a crap-ton of records when it popped up in Europe early this month, easily becoming the world's fastest-selling sports game and Europe's biggest game launch.

Well today that record-breaking soccer game arrives in North American stores, so it's time to get buyin' if you're a massive soccer fan. Granted, we don't have a borderline-psychotic love for soccer, but it's a worthwhile experience for most sports fans. The North American box art features Major League Soccer stars Cuauhtémoc Blanco of Chicago Fire, Sacha Kljestan of Chivas USA and Chelsea’s world-class attacking midfielder Frank Lampard.

FIFA Soccer 10 boasts a new 360 degree dribbling system and Skilled Dribbling technology, which allows finer control of the ball and high responsiveness. New modes expands on the previous games, and players can duke it out in the field on teams of 10 against thousands of Virtual Pros from around the globe -- at least for the two HD consoles and PC.

Currently, the game is available for both PlayStation consoles, Xbox 360, PC, Wii, DS, and PSP. Have fun deciding which system to choose.

FIFA Crosses 1M In Three Weeks In UK

EA Sports' multiplatform game FIFA 10 led the all-platforms sales charts in the UK for the third week in a row, topping the PlayStation 3-only action game Uncharted 2: Among Thieves, which debuted in second place for the week ended October 17, Chart-Track said Monday.

The tracking firm said that combined multiplatform sales of FIFA 10 dropped "severely" again, week-on-week, this time by 51 percent. But it was still enough to push sales of the game in the UK "comfortably" past 1 million units sold, three weeks faster than last year's FIFA 09, Chart-Track said.

FIFA 10 fought off Naughty Dog's and Sony's newly-released Uncharted 2: Among Thieves, which was only on PlayStation 3. Other debuts on the all-platforms sales list include EA and Double Fine's Brutal Legend, Sega's Mario and Sonic at the Olympic Winter Games, and Fallout 3: Game of the Year Edition from Bethesda Softworks.

Games falling out of the all-platforms top 10 include Gran Turismo for PSP, Wii Fit, Mario Kart Wii, and Guitar Hero 5.

Individual Top 10

While Uncharted 2 came in second when combining sales of all versions of a given title on the all-platforms list, on the individual SKU rankings, Naughty Dog's critically-acclaimed game came out on top. The new Mario and Sonic for Wii was able to debut at number six, while the Xbox 360 version of Brutal Legend earned a ninth place spot.

Games falling out of the top 10 individual SKU chart from last week include Need for Speed: Shift for Xbox 360 and PS3, and FIFA 10 for PS2.

FIFA World Cup European Qualifying

All over and England have won. Been a great night for Crouch in particular but there haven't been many other stand-out displays for people pushing for places. Still, a win, a clean sheet and two goals from a guy considered to be a back-up goalkeeper. Can't really complain about that.

90+2 Kashevsky springs down the left and has a decent shooting chance momentarily but poor control lets him down and he then lashes his cross across goal.

90+1 Free-kick to Belarus as Cole is penalised...even though it was him on the deck. Odd.

90 We'll have (at least) two minutes of added time.

89 England knocking the ball around at the back as the clock ticks down.

88 Nationwide Man of the Match award has gone to David Beckham. Has certainly livened things up but that's stretching things a bit!

87 So close to a fourth. Twice. Milner bursts into box down the left after a nudged ball from Wright-Phillips but his driven shot smacks the post. Corner. Ball worked to Beckham and he drags his shot somewhat and strikes the other upright.

86 Wright-Phillips cuts in from the left and draws a foul.

85 Decent ball in from Cole on the right but Verkhovtsov is live to the danger and heads clear confidently.

23 Wright-Phillips goes down holding his ankle as Shitov nicks in to take the ball off his toes from behind. But play goes on and Wright-Phillips soon gets back to his feet. England then clear towards the Manchester City man and this time he is fouled.

22 Another decent corner whipped in from the England right but Barry and Crouch get in the way of each other and Belarus are able to clear pretty comfortably in the end.

21 Barry clears the free-kick straight to Agbonlahor and he races into the Belarus area. His shot is saved well by Zhevnov and it's turned behind for a corner as the Aston Villa man tries to get onto the rebound.

20 Free-kick Belarus as Ferdinand is penalised.

19 Sore one for the 'keeper that - Wright-Phillips caught him with the point of his elbow. He's back to his feet now, and well enough to clear from the free-kick.

18 A Crouch flick finds Lennon but Belarus are back in numbers as always. Worked back to Johnson who sends a decent ball in but Zhevnov punches clear. Caught an arm in the face from Wright-Phillips in doing so and he'll need treatment.

17 England probing left and right as they try to find a way past this massed Belarus defence. Johnson thwarted by Bordachev this time, though.

16 Johnson lofts a lovely ball over the top to Crouch down the inside right channel but Verkhovtsov is live to the danger and clears the danger.

15 Lampard's ball in is right onto the head of Crouch but his powerful header is always sailing well off target.

14 Cheap corner for England as Yurevich needlessly heads a long ball forward from Lampard behind. No chance for Lennon to get on the end of that. Can England take advantage?

13 Kalachev leaves the field after a bit of treatment. He'll be fine to continue as soon as play restarts though.

12 Crouch goes down appealing for a penalty but that challenge looked pretty tame at first glance and he still got the shot away. He certainly seemed convinced though.

11 Lampard opts for power over precision but smacks the free-kick straight into the wall. Tough to get that one and up down.

10 Barry and Crouch combine before the latter tries to slide in Agbonlahor. It's half-cleared but Crouch picks it up and he's fouled by Shitov in the D outside the Belarus area.

9 From the corner Belarus spring on the counter but Johnson does well to get back and get a foot in as Kalachev tries to slide it out to Kornilenko.

9 Barry spurns the chance to shoot from all of 30 yards and passes it wide to Lennon. He skips away from his marker but his cross is turned behind by Yurevich.

8 Bridge does well to track back under pressure from Kalachev and turn the ball clear. Looked like the Belarusian was going to get past him for a moment but he recovered well.

7 Corner whipped in and Kornilenko swings his right foot at it but can't divert it goalwards, his shot drifting wide.

6 Bridge flicks the corner clear at the front post. Breaks to Omelyanchuk and his speculative effort flies behind off Terry for another corner.

5 Belarus force a corner down the left as the rangy Bordachev forces Johnson to turn it behind.

Goal

4 GOAL - CROUCH. Well that didn't take long. Barry springs Agbonlahor clear down the inside-left channel, he cuts the ball back and Crouch diverts it home from five yards out.

3 Comfortable early touch for the out-of-form Foster as Johnson guides a header back to him.

2 Lampard's ball in half-cleared by Omelyanchuk. Drops to Wright-Phillips who takes a touch before shooting from distance. He drags it wide, but it's a bright start from England.

2 First free-kick of the game to England down the left as Agbonlahor is fouled out wide. Lampard to curl it in.

1 England attempt to launch an early raid down the left but Wright-Phillips can't keep a bouncing ball in and Belarus can clear.

Astro Boy Named 'PR Ambassador' for Japan's 2018/2022 FIFA World Cup Bid

Imagi International Holdings (HKEx: 585), a leading producer of CG-animated feature films with studios in both Hong Kong and the U.S., today announced that Astro Boy went into general release in Japan this past weekend, following a successful world premiere in Tokyo on 5th October. The news comes just days after Japan named Astro Boy as its "PR Ambassador" for the country's campaign to host the 2018/2022 FIFA World Cup.

"Japan's decision to name Astro Boy as its PR Ambassador is further evidence that Astro Boy is a Japanese icon with worldwide appeal," said Chiong Kit Phoon, executive deputy chairman of Imagi.

Japan announced the Bid Committee for their FIFA World Cup campaign on 8th October at a press conference at the Japan Soccer Museum in Tokyo. At the media event, Astro Boy was introduced as the "PR Ambassador," with the Bid Committee presenting a custom animation of Imagi's Astro Boy character wearing a soccer uniform.
At a recent parents-and-kids screening of Astro Boy held in Tokyo, Japan, Astro Boy was rated an average of 99 points out of 100 by kids and 91 points out of 100 by adults. When parents were asked whether they would recommend the film for adults, all answered "yes."

"We are very pleased with the screening survey results and consider them a further vote of confidence in Astro Boy and its wide-reaching appeal," said Mr. Phoon. "We have always had some concerns that, as Astro Boy is such an iconic figure in Japan and so close to the hearts of the Japanese people, it may be difficult for them to immediately accept an adapted version of the character and storyline," said Mr. Phoon. "We were very conscious of this and made every effort to retain the soul and essence of the original, while repackaging it for a global audience."

"Only in Hong Kong, where movie making is a true representation of "East meets West," can Asian animators connect an iconic Japanese character, with the vision of a British director working in Hollywood to create such a sensitive interpretation. Astro Boy was produced by Maryann Garger (Flushed Away), directed by David Bowers (Flushed Away), and written by Timothy Hyde Harris (Kindergarten Cop, Trading Places) and David Bowers. The CG-animated motion picture features the voices of Freddie Highmore, Kristen Bell, Nathan Lane, Eugene Levy, Matt Lucas, Bill Nighy, Donald Sutherland and Nicolas Cage as 'Dr. Tenma.'

FIFA Are Killing Football

Ireland coach Giovanni Trapattoni has blasted FIFA's decision to seed the World Cup playoffs, describing it as "killing football", while goalkeeper Shay Given has called the move "disgusting".

On Saturday night Italy will face the Republic of Ireland in Dublin for a decisive World Cup qualifying match. The Azzurri could seal qualification with a draw, while for Ireland the most likely outcome is a second-place finish in the group.

This would force them to enter the play-offs, which could turn out to be dangerous for Trapattoni's team, as FIFA president Joseph Blatter has recently announced that the play-offs will be seeded according to the various teams' current FIFA rankings.

This new system would prevent big teams like Germany, France, and Russia meeting each other, while a team like Ireland would almost certainly meet a prestigious national side.

"This solution is a bit like killing football," said Trapattoni, as quoted by Goal.com Italia. "A few years ago the big European clubs thought about creating a 'SuperLeague', but they abandoned the idea because they saw the risks of this. This is a similar solution.

"Every national team has the same rights, and making a seeded draw goes against this principle. But of course, the business of the big teams controls everything."

Meanwhile, goalkeeper Shay Given said, "It's incredible that FIFA has taken a decision like this precisely when the bigger teams are struggling to qualify. It's actually disgusting."

Ireland have a five-point lead over third-placed Bulgaria in Group 8, but they're four points behind leaders Italy, making a first-place finish unlikely with just two games to go.

Death of Football

Giovanni Trapattoni, the Republic of Ireland manager, has urged Fifa to reassess its ranking system or face the "death of football" while his goalkeeper Shay Given has expressed the dismay and frustration felt inside the Republic dressing room at the decision to seed the European World Cup play-off draw, labelling it "disgusting", "crazy" and "totally unfair on the smaller nations".

Given even went as far as to suggest that the decision, which was announced last week, was driven by the voices of the biggest nations at the top of the Fifa hierarchy. "There are people high up in delegations," said Given, "and maybe their countries are needing a hand to qualify."

Sepp Blatter, the Fifa president, announced from Rio de Janeiro last Tuesday that the draw for next month's two-legged play-off ties would, after all, be divided into four seeded and four non-seeded nations.

Trapattoni, the Ireland manager, had believed that the draw would be open. The picture is still to be finalised but there is the strong possibility of France, Germany or Russia, Croatia and possibly Portugal finishing as group runners-up and so advancing into the play-offs as seeds, based on their Fifa rankings. Ireland, too, expect to finish in a play-off spot but, in all likelihood, they would not be seeded and would therefore have a higher probability of facing tougher opposition.

Trapattoni, whose team face Italy in Dublin on Saturday before concluding their Group Eight campaign at home to Montenegro next Wednesday, said that Ireland would "not be afraid" of whoever they faced, should, as expected, they enter the play-offs. "We can get a big team and we can beat them," he said. But he pointed to the failed proposal of a European Club Super League, which the continent's biggest clubs pushed for some years ago, as an example of apocalypse and he suggested that Fifa's championing of a similar elite at international level was also wrong.

"Four or five years ago, the big clubs wanted a European League but it was dangerous and they gave up on the idea," said Trapattoni. "They thought it would be the death of football. Now, we have a similar situation and it has to change in the future because every country has the right to be the same. This [World Cup] draw must be open. We must give the opportunity to everyone. I thought it was going to be an open draw and in the future, they have to think about the rankings and change the system. But business is business. The big teams command Uefa in the rankings table. At the moment, it is difficult to change but they must."

Given continues to rage at last week's announcement and his ire concerned the timing of it, as much as anything else. "The rules should be laid out clearly before any ball is kicked and then there's no dark cloud or whatever," he said. "It's ridiculous how they can make a decision now when some of the big-name nations are maybe struggling to qualify. It's totally unfair on the smaller nations. It's pretty disgusting, to be honest. To change it at this stage is beyond belief.

"It's crazy and I don't know how they have got away with it or how the smaller nations like ourselves haven't put up a bigger fight. All the nations should try to kick up a fuss, not just us, because I don't believe it's right."

The Irish midfielder Kevin Kilbane said: "It is a joke, let's be honest, because they always seem to bend the rules. If it was said at the start I don't think that would be a problem. They seem to move the goalposts, don't they?"

Trapattoni said that he would be without the injured Damien Duff, Darron Gibson, Steven Reid and Caleb Folan for Italy's visit to Croke Park.
